Placing attitudes toward education in historical perspective, we can see that it’s always been considered a panacea for social ills, it’s always been contested by interest groups, and it’s always encountered cycles of regulation and reform with questionable results. The national institutional & structural pressures on public education are much the same today as they were 50 or 100 years ago, with shifts in the relevant interest groups and political alignments.
